<p style="text-align: justify;"><strong>Dear Colleagues of the Earth Sciences world,</strong></p>
<p style="text-align: justify;">Universiti Brunei Darussalam (UBD) extends a warm welcome to international scientists and researchers in Geosciences to participate in the 1<sup>st</sup> International Congress on Earth Sciences in SE Asia. The Congress will be held between 15 and 18 November 2017, in Bandar Seri Begawan, Brunei Darussalam and it is organised by the Physical and Geological Sciences of the Faculty of Science at UBD.</p>
<p class="x_MsoNormal" style="text-align: justify;">Our main objective is to bring together geoscientists from all over the world to share and exchange ideas and to present the recent advances in topics of Earth Sciences. We expect young researchers to meet and mix with senior scientists in an effort enthusiasm and inspiration to meet experience and expertise. ICES 2017 will be the place to foster collaboration and networking among peers.</p>
<p class="x_MsoNormal" style="text-align: justify;">Possible themes of ICES 2017 have been classified into four core topics and include but are not limited to:</p>

<p><span style="color: #000080;"><strong>1. Introduction</strong></span></p>
<p style="text-align: justify; padding-left: 30px;">The Hong Kong University of Science and Technology (HKUST) was established in 1991.  The main campus is ideally located within the natural beauty of the Clear Water Bay peninsula in East Kowloon, Hong Kong (Fig. 1). The serenity of the setting creates the perfect environment for research. The HKUST has four major schools: Engineering, Science, Business and Management, and Humanities &amp; Social Science. The total number of undergraduate students is about 9,500 and that of postgraduate students is about 4,300. The Department of Civil and Environmental Engineering is one of six engineering departments and the geotechnical group at HKUST is one of several research groups within the Department. The group comprises six professors and two research assistant professors.</p>
<p style="text-align: justify; padding-left: 30px;">HKUST 2005-2020 is a strategic plan set out by the university with becoming a world leader in environmental and sustainable development as one of its milestones.  The geotechnical group’s interests range from fundamental to applied research in broad areas: constitutive and numerical modelling of static and cyclic saturated and unsaturated soil behaviour at various temperatures; multi-phase flow in soil; mechanical behaviour of granular soil; physico-chemical soil behaviour of clayey soil; soil testing techniques; dynamic soil properties; wave-based characterization of geomaterials; development of innovative geomaterials; geo-energy issues including energy pile foundation and off-shore foundation engineering, geo-environmental problems such as innovative membrane-free landfill covers and green slope engineering; onshore soil-structure interaction involving piles, tunnels, and deep excavation; and the risk and reliability modelling of geotechnical performance.</p>
<p style="text-align: justify; padding-left: 30px;">The research is facilitated by the advanced HKUST geotechnical engineering laboratory as well as the state-of-the-art Geotechnical Centrifuge Facility (GCF) at HKUST, which is one-of-a-kind in Hong Kong.</p>
<p style="text-align: justify; padding-left: 30px;">This report first introduces the faculty members in the group and their respective research interests. The GCF and other state-of-the-art equipment used in their research are then presented. Some of their major research projects are then highlighted to showcase the holistic research approach the group encourages. Finally, social activities and recent conferences hosted by the group are described.</p>

<p style="padding-left: 30px; text-align: justify;"><img loading="lazy" decoding="async" class="alignleft wp-image-25150" src="http://seags.ait.asia/wp-content/uploads/KUST_2.jpg" alt="KUST_2" width="150" height="204" />Professor Charles W.W. Ng is an Associate Vice-President for Research and Graduate Studies and a Chair Professor in the Department of Civil and Environmental Engineering at the Hong Kong University of Science and Technology. He was an Overseas Fellow from the Churchill College, Cambridge University, in 2005 and Changjiang Chair Professor in Geotechnical Engineering in 2010. He is Fellow of the Institution of Civil Engineers (FICE), the American Society of Civil Engineers (FASCE), and the Hong Kong Academy of Engineering Sciences.</p>
<p style="text-align: justify;">Professor Ng is the President of the Hong Kong Geotechnical Society. He served on the board of the International Society for Soil Mechanics and Geotechnical Engineering (ISSMGE) from 2010 to 2013.  Currently he chairs the board-level Awards Committee and has been the Editor-in-Chief of the ISSMGE Bulletin since 2014. Professor Ng is an Associate Editor of the Canadian Geotechnical Journal and has served on many other editorial boards.</p>
<p style="text-align: justify;">Professor Ng has been leading three large-scale inter-disciplinary research projects: (i) Understanding debris flow mechanisms and mitigating risks for a sustainable Hong Kong; (ii) Green slope engineering: bioengineered, live cover systems for man-made fill slopes and landfill capillary barriers in Hong Kong, and (iii) Green slope engineering. He organised the inaugural International Conference on Geo-Energy and Geo-Environment in 2015 (GeGe2015) at HKUST. The second “GeGe” conference will be held in 2017 at Zhejiang University, China and the third in 2019 at École Polytechnique Fédérale de Lausanne (EPFL), Switzerland. Selected papers are published in three refereed journals.</p>
<p style="text-align: justify;">Professor Ng has solely supervised and graduated more than 30 PhD and 35 MPhil students. his current research students come from 16 different countries (see Fig. 2). He has published some 230 SCI articles in reputable international journals and delivered many keynotes, general reports and state-of-the-art reports in five continents. He is the main author of two reference books (i) Soil-structure Engineering of Deep Foundations, Excavations and Tunnels and (ii) Advanced Unsaturated Soil Mechanics and Engineering. He is also the lead editor of two major conference proceedings the 6th International Conference on Physical Modelling in Geotechnics in 2006 and the 6th International Symposium on Geotechnical Aspects of Underground Construction in Soft Ground in 2009 (see Fig. 3).  In recent years he has placed a stronger focus on geo-energy and geo-environmental research to address sustainability concerns in the field of geotechnics.  His current research areas include bioengineered slopes and live cover systems; fundamental investigations into sustainable and preventive measures for municipal solid waste landfills; sustainable mitigation measures against debris flows; energy pile studies; climate change impact on unsaturated soil; fundamental investigations on lateritic soil behaviour; and off-shore studies including methane hydrate-bearing sediments, pipelines and foundations for energy structures (i.e. wind turbine foundations).</p>

<p style="text-align: justify;">The research activities at the National University of Singapore (NUS) Centre for Soft Ground Engineering (CSGE) are grouped into two main areas, namely urban geotechnics and offshore geotechnics, both of which are reflected in the Singapore government’s Research Innovation and Enterprise Plan up to 2020 (RIE2020). The focus of urban geotechnics is captured under the “Urban Solutions and Sustainability (USS)” thrust of the RIE2020, which include creating and optimizing liveable space. Within CSGE, this is translated into several research thrusts including underground construction, ground improvement, land reclamation and coastal protection as well as risks and hazards arising from man-made and natural catastrophes.</p>
<p style="text-align: justify;">A particularly important aspect of urban geotechnics in Singapore is large-scale underground development. In many large cities, usable space is a premium resource and underground development is often more a matter of necessity rather than choice. Singapore is an extreme example of this since it is completely surrounded by sea. The need for large-scale underground development is not new. This is captured in the Economics Strategies Committees’ Report (2010), which noted that we need to “…adopt a long term perspective and invest ahead to create new land and space.” While we can expand our land mass through reclamation as we have done for Marina Bay, there will be limits in the long-run. In the next 10 years, the Government should seek to catalyse the development of underground space as a means to intensify land use. We should put in place enablers for underground development such as by developing a subterranean land rights and valuation framework, and by establishing a national geology office. We must also develop an underground masterplan to ensure that underground and aboveground spaces are synergised, and invest in the creation of basement spaces in conjunction with new underground infrastructural projects (e.g. rail), so as to add to our “land bank”.</p>
<p style="text-align: justify;">This forms the backdrop of a substantial and long-term “space creation” programme which is driving a significant part of the geotechnical research strands in CSGE.</p>
<p style="text-align: justify;">The impetus for the need to create space on geotechnical research at CSGE is reflected in the following strands of research work:</p>
<p style="text-align: justify;">(a) Deep excavation and underground construction: Fook-Hou Lee, Chun-Fai Leung, Yean-Khow Chow, Kwet-Yew Yong and Harry Siew-Ann Tan.<br />
(b) Land reclamation and coastal development: Darren Siau-Chen Chian and Soon-Hoe Chew.<br />
(c) Ground improvement: Fook-Hou Lee, Darren Siau-Chen Chian, Kwet-Yew Yong and Soon-Hoe Chew.<br />
(d) Site investigation and ground characterization: Kok-Kwang Phoon and Taeseo Ku.<br />
(e) Impact of earthquakes and ground vibration on subterranean structures: Siang-Huat Goh and Darren Siau-Chen Chian.</p>
<p style="text-align: justify;">The need for offshore geotechnics, as a part of marine and offshore engineering, is also reflected in one of the RIE2020’s Strategic Technology Domains “Advanced Manufacturing and Engineering”, under which “marine and offshore” is one of eight key industry pillars. The Singapore Maritime Institute (SMI) currently co-ordinates all marine and offshore research activities in Singapore. Within NUS, research activities in this sector are co-ordinated by the Maritime Institute@NUS (MI@NUS), the Director for which is Professor Yean-Khow Chow. The offshore geotechnical research work at NUS covers the following topics:</p>
<p style="text-align: justify;">(i) Spudcan foundations: Yean-Khow Chow, Chun-Fai Leung and Fook-Hou Lee.<br />
(ii) Plate and dynamically installed anchors: Yean-Khow Chow, Chun-Fai Leung and Fook-Hou Lee.<br />
(iii) Deepwater pipelines: Fook-Hou Lee.</p>

<p style="text-align: justify;">During the 18th International Conference for Soil Mechanics and Geotechnical Engineering, which was held in Paris (France), bilateral agreements (Memorandums) between Kazakhstan Geotechnical Society (KGS) and US National Society for ISSMGE (Geo-Institute, ASCE) were signed. The agreements outline prospects for cooperation between societies, issues of exchange of experience and knowledge, scientific and normative documentations, training of specialists in the field of geotechnical engineering, and organization of joint geotechnical conferences, seminars, workshops and webinar. In this connection KGS and the ASCE Geo-Institute will organize the First Kazakhstan- USA Geotechnical Engineering Workshop scheduled to take place at the L.N. Gumilyov Eurasian National University in Astana (the new capital of Kazakhstan) from 13-14 July, 2015 and in Almaty (largest city in Kazakhstan) from 15 -16 July.</p>

Increase interactions between Kazakhstan Geotechnical Society and ASCE Geo-Institute and identify opportunities for future collaborations. <p style="text-align: justify;">The 19th Southeast Asian Geotechnical Conference and 2nd Association of Geotechnical Societies in Southeast Asia will be held in Kuala Lumpur, Malaysia on 31 May – 3 June 2016. A pre-conference short course will be held on 29 May 2016 by Prof K. Ishihara &amp; Prof I. Towhata and a post conference short course on 3 June 2016 by Prof H. Poulos. The Southeast Asia Young Geotechnical Engineers’ Conference will be held on 30 May 2016.&#8221;</p>
<p style="text-align: justify;">The Southeast Asian Geotechnical Society was founded in 1967 at AIT Bangkok by Dr Za-Chieh Moh. In 2007 the Association of Geotechnical Societies in Southeast Asia was founded also by Dr Za-Chieh Moh. At the 17SEAGC held in Taipei in 2010, it was decided that the 18SEAGC-1AGSSEA Conference will be held in Singapore in 2013. The Singapore Conference was a great success with more than 350 participants. This 19SEAGC-2AGSSEAC to be held in Kuala Lumpur, Malaysia is also expected to be well supported and successful. The Conference will have an Opening Keynote Address, Chin Fung Kee Lecture, Za-Chieh Moh Lecture, S L Lee Lecture, Keynote Lectures, Special Lectures, and Special Session Lectures to be delivered by distinguished geotechnical experts and eminent academicians. Contributed papers from member countries and abroad will also be presented.</p>

<p><strong>INTRODUCTION OF KUALA LUMPUR</strong></p>
<p>Kuala Lumpur (KL) is like a melting pot of all the wonderful cultures that make up Asia. As the capital of Malaysia, it epitomises the nation&#8217;s slogan &#8220;simply Asia&#8221;. From art to history to food, one&#8217;s senses are embraced by the city&#8217;s dynamic surroundings.</p>
<p style="text-align: justify;">This is a majestic city that was founded in 1857 and now in the 21st Century it brings together the past, the present and the future. There is so much to see in Kuala Lumpur &#8211; Chinatown with charming old buildings and makeshift shops, then there&#8217;s Little India while the Jamek Mosque which celebrates its centenary in 2014, is one of the oldest mosques in the city.</p>
<p style="text-align: justify;">These historical landmarks blend in superbly with the modern day ones. The KL Tower is one of the world&#8217;s tallest concrete structures which functions as a telecommunication tower. The skyline of Kuala Lumpur is dominated by a structure that is famous the world over &#8211; the tallest Twin Towers in the world known as the Petronas Towers.</p>
<p style="text-align: justify;">If it’s food that&#8217;s your thing then KL is the place to be because this place is a feast for the senses and will tempt any taste bud from the many hawker centres through to some of the finest restaurants. Another activity that you could definitely look forward to is shopping in KL.</p>

<p style="text-align: justify;">The 15th Asian Regional Conference on Soil Mechanics and Geotechnical Engineering (15ARC) will be held under the auspices of the Japanese Geotechnical Society (JGS) in the City of Fukuoka, Kyushu, Japan on 9th – 13th of November 2015. The subtitle of this conference is “New Innovations and Sustainability” which indicates not only new technologies and methods in Geotechnical Engineering but also the sustainability of a better human life are the main topics of interest at this conference.</p>
<p style="text-align: justify;">As many of you know, ISSMGE members are from both academia and those working in the field, and thus the fusion of those two members is one of the most important issues for sustaining our society. In this 15ARC, we will hold a special event called “Engineering Session Day”. In addition, a discussion on the rehabilitation projects following mega disasters such as the 2011 Great Tohoku Earthquake will be featured as a work of collaboration involving groups from industry-government-academia.</p>
<p style="text-align: justify;">The JGS has previously hosted ARC twice: once in Tokyo 1963 and once in Kyoto 1987. This means that over a quarter of a century has passed since the last conference was held in Japan. Therefore, all the JGS members take great pleasure in inviting all of ISSMGE members from Asia and all over the world to participate in 15ARC, Fukuoka, Japan in 2015. Finally, we hope that all participants will join the special event and sessions and have fruitful discussions on all kinds of geotechnical issues.</p>
